So the Census supports the Social Security year of 1904 - the 1910 census was taken in April, the 1920 census was taken in January, and the 1930 census was taken in April and they all match up. When I do genealogy research and there is no birth record and the preponderance of evidence compiled during the lifetime of the person leads to a specific year, especially a Social Security birthdate for a US born person and THREE consecutive census (it's rare for 3 to match ages) it's usually correct. As for the school story, either he ws mistaken and it was one year, or maybe he started school late or Hugh started school early.
